Maritime Customs should be required to remove all their

existing stations from the lead usrritory to some points

on Chinese territory outside the boundaries of our naw

concession; Lad no further recognition should be afford-

ed them and no further powers or priveleges grantad them in Hongkong, or in wh www territory, then they now

possess in Hongkong.

We should all be glad if they could be cot rid of entirely out of Hongkong and out of the surrounding waters;

and if the Chinese could be induced to collect their Cus-

toms revenues in their ports as every other nation does,

and not on the high anus and by ap of a blockade of our

island. An opportuit; now occurs for the revision of

the oxisting arrangements; but any revision ought to be

in the direction of the loosening of our bonds and not of their boing rendered Lora stringent and more wighty.
